2026年7月3日，国际仓储与物流联盟（以下简称“国际仓联”）秘书长沈绍基一行应邀拜访乌拉圭驻华大使馆，受到公使衔参赞马丁·奥兰多（Martín Orlando）先生的热情接待。双方围绕国际仓联与乌拉圭物流协会建立联系，以及推动双方在国际仓联框架下的务实合作，进行了深入交流。

On July 3, 2026, a delegation led by Mr. Shen Shaoji, Secretary General of the International Federation of Warehousing and Logistics (IFWL), paid an official visit to the Embassy of the Oriental Republic of Uruguay in China at the invitation of the Embassy. The delegation was warmly received by Mr. Martín Orlando, Minister-Counsellor of the Embassy. The two sides held in-depth discussions on establishing cooperation between IFWL and the National Institute for Logistics (INALOG), as well as promoting practical collaboration under the IFWL framework.

会谈中，沈绍基秘书长系统介绍了国际仓联当前推进的四项重点工作方向：一是制定国际通用标准，统一仓库建设参数与服务质量规范，以助力各会员国提升运营管理水平；二是开展仓储设施与服务评价，并推动评价结果在会员国之间实现跨国共享与互认；三是建设国际仓储公共平台，实时发布会员企业基本信息及仓库租金、空置面积等动态数据，以促进会员国间的资源共享与业务协同；四是根据不同国家的个性化需求开展定制化合作，例如近期国际仓联协助哈萨克斯坦建设境外商品展销中心项目。

During the meeting, Mr. Shen Shaoji presented the four key initiatives currently being advanced by IFWL. First, the Federation is developing internationally recognized standards to harmonize warehouse design parameters and service quality specifications, helping member countries improve operational and management capabilities. Second, IFWL is establishing an international evaluation system for warehousing facilities and services, with the goal of achieving cross-border recognition and mutual acceptance of assessment results among member countries. Third, the Federation is developing an international warehousing information platform that will provide real-time data on member enterprises, including warehouse rental rates, available storage capacity, and other operational information, thereby promoting resource sharing and business collaboration among members. Fourth, IFWL is carrying out customized cooperation projects tailored to the specific needs of different countries, such as its recent support for the construction of an overseas commodity exhibition and trade center in Kazakhstan.

沈绍基秘书长进一步表示，国际仓联2026年年会定于9月举办，届时全球会员代表将齐聚一堂，围绕行业标准推广、平台共建及跨国业务合作等议题展开深入探讨。他诚挚邀请乌拉圭物流协会派代表出席本次年会，希望以此作为双方正式合作的良好开端，并共同参与全球仓储物流行业的前沿对话。

Mr. Shen further noted that the 2026 IFWL Annual Conference is scheduled to be held in September. Representatives from member organizations around the world will gather to discuss topics including the promotion of international standards, joint platform development, and cross-border business cooperation. He sincerely invited the INALOG to send representatives to attend the conference, expressing his hope that the event would serve as a strong starting point for formal cooperation between the two organizations and provide an opportunity to jointly participate in global dialogue on the future development of the warehousing and logistics industry.

马丁·奥兰多先生对国际仓联的工作方向给予高度认可，并对年会邀请表示感谢。他指出，中乌两国自建交以来，双边关系保持健康稳定发展，中国已连续多年成为乌拉圭第一大贸易伙伴和第一大出口市场，经贸合作始终是双边关系持续发展的重要支柱。今年2月，乌拉圭新总统访华，两国元首一致强调要加强供应链与贸易便利化合作。奥兰多先生表示，乌拉圭物流协会与国际仓联秘书处的积极对接，正是对两国领导人共识的有力响应。奥兰多先生明确表示，乌拉圭驻华使馆愿充分发挥“桥梁”与“协助者”作用，推动国际仓联与乌拉圭物流协会建立直接工作联系，并在必要时为签证申请、代表团互访等事务提供具体支持。

Mr. Martín Orlando highly commended IFWL's strategic initiatives and expressed his appreciation for the invitation to the Annual Conference. He noted that since the establishment of diplomatic relations, Uruguay and China have maintained a stable and productive bilateral relationship. China has remained Uruguay's largest trading partner and largest export market for many consecutive years, with economic and trade cooperation serving as a cornerstone of bilateral ties. He also recalled that following the Uruguayan President's visit to China in February this year, the leaders of both countries emphasized the importance of strengthening supply chain cooperation and trade facilitation. Mr. Orlando stated that the active engagement between the INALOG and the IFWL Secretariat represents a practical implementation of the consensus reached by the two heads of state. He further affirmed that the Embassy is willing to fully leverage its role as a bridge and facilitator by helping establish direct working contacts between IFWL and INALOG, while providing support, when necessary, in matters such as visa applications and mutual delegation visits.

本次会谈为中乌两国仓储物流行业组织之间的后续合作奠定了坚实基础。国际仓联提出的“标准、评价、平台”三大战略方向，不仅为全球仓储物流行业的深度合作提供了清晰框架，也为包括乌拉圭在内的各国明确了具体的参与路径。会谈成果将有效促进双方在国际仓联框架下的务实合作，同时也为国际仓联进一步拓展与南美洲及其他发展中国家和地区的合作提供了有益借鉴。

This meeting laid a solid foundation for future cooperation between warehousing and logistics organizations of China and Uruguay. The three strategic directions proposed by IFWL,namely standardization, evaluation mechanisms, and platform development, not only provide a clear framework for deeper global cooperation in the warehousing and logistics sector, but also provide specific pathways for countries, including Uruguay, to engage in such cooperation. The outcomes of the meeting will further advance practical cooperation between the two sides under the IFWL framework, while also providing valuable insights for IFWL as it further expands cooperation with South America and other developing countries and regions.
